I read something about Thrawn earlier and it made absolute sense. He is not a bad guy. He is, though, an ends DO justify the means, guy. Thrawn is a loyalist to the GALAXY as a whole. He desires the power but he does not exert it more than he needs to. He uses that power to rid the galaxy of needless wars.
Ahsokas Thrawn is a stupid person's idea of a smart person. If you find this version of Thrawn anything but laughable then you're as dumb as the writers. or at the very least read the Star Wars Thrawn novels because it's obvious they didn't.
